- Practical Approach to Investigative Interviewing Techniques

INTRODUCTION

Managers are often called upon to conduct internal investigation which may relate to a customer’s feedback, employee’s allegation, an accident or incident at the workplace or a routine disciplinary matter. They may also be asked to determine corporate policies, practices and procedures to prevent losses; deal with crisis; negotiate with tenderers or any other corporate concerns. The seemingly routine process of interviewing people to gather facts and ascertain truths is often perplexed by varying behaviours and motives of individuals.

The interviewer must not only know what to ask but also who to ask, when to ask, how to ask and why he is asking the questions. At the same time, interviewers must be able to interpret the “signals” that he received from the interviewee. Planning, skilfully and meticulously interviewing and questioning of people is key to establish facts. Interview is a critical pillar in search of the truth of any transaction or occurrence. It involves a series of planned activities providing a systematic and structured approach applying principles of human relations, interactive communications and questioning techniques.

Through the process of clarifying, verifying and confronting the interviewee with the testament of others or other facts available or gathered, the account given by the interviewee is subjected to close scrutiny to determine the truth. Being equipped with good grounding of Investigative Interviewing Techniques is relevant and important for managers and the organization to effectively secure facts and avoid unnecessary lawsuits, prevent future recurrence or further losses and eliminate other negative impacts to corporate image and reputation.

ABOUT THE TRAINER

Mohamad Shairi Bin Mohamad Shahir

Shairi began his career with the Singapore Police Force in 1979 and performed various duties in Police Operations, Training and Investigation. He left in 1998 holding the rank of Assistant Superintendent of Police.

He was the Chief Investigation Officer at “C” Division where he managed a team of investigators where he implemented the team-based investigation system and supervised the investigation handled by his charges on various offences under the Criminal Statutes. As Chief Investigation Officer, he conducted training to ensure that the officers under his charge were aware of the laws and procedures to remain current and abreast of developments and delivered a high standard of work.

Thereafter he was the Commanding Officer Junior Officers’ Training Wing, Police Training Command where he was managing a team of trainers responsible for the training of police recruits as well as other developmental courses. He was a law lecturer on Penal Code, Criminal Procedure Code and Evidence Act.

After leaving the Singapore Police Force, he set up his private investigation and security guard agency styled Live Sensor SPI Consultancy. He corporatized his business and founded Live Sensor SPI Consultancy Pte Ltd and Live Sensor Security Pte Ltd in 2003 and 2005 respectively. Collectively, both companies provide services on security manpower, consultancy, private investigation and training.

He has provided both permanent and event security manpower services to various agencies including government ministries, statutory boards, office buildings, commercial as well as industrial properties and the F1 race in Singapore.

On investigation, services were rendered to Baker & McKenzie, a leading law firm, on matters involving infringements of intellectual property rights. Evidences of infringement were gathered for various clients including Nokia, Columbia Sportswear, Media Corporation of Singapore, Microsoft Singapore and the Ministry of Health.

Shairi is an AVSEC Professional Manager. He provides security consultancy to cargo agents on Regulated Air Cargo Agent Regime, Secure Trade Partnership, TAPA Freight and Transport Security, ISO 28000 Supply Chain Security and others. He is an International Crime Prevention Specialist and is accredited RACASP Security Consultant and Auditor. He has conducted numerous security consultancy services ranging from facility survey, audit, TVRA (threat, vulnerability, risk assessment) and security design options.

Apart from providing security consultancy, Shairi also offers safety risk assessments and recommendations at workplaces and has done so for the Outward Bound School, other schools and numerous warehouse facilities. Another area of consultancy is on the development of skills and competencies. He develops Industry Functional maps and Skill Standards blueprints. He was involved in the National Skills Recognition System (NSRS) as a Skills Standards Consultant and Assessor. He has put up several Skills Standards for varying industry.

Shairi is also providing training. He is an Associate Lecturer (Diploma level) with the Security Industry Institute, Shairi lectures several security subjects including law and management such as “Manage Security Agency within Legal Framework”, “Conduct Security Survey”, “Manage Security Operations”, “Manage Security Business”, “Assess and Manage Security Risk Control Measures”, “Achieving Work Effectiveness”, “Performance Management”, “Manage and Resolve Conflicts” and others. He is competent to develop and conduct competency-based training and assessment.

He also develops and conducts training courses such as “Investigation Techniques”, “Investigation Interviewing Techniques”, “Security Management System and Risk Assessment Workshop”, “Internal Auditor Workshop for Cargo Agents”, “Security Awareness Course”, “Regulated Air Cargo Agent Regime Training Programme”, “Security Systems, Technology & Practices cum Known Consignor Workshop”, “Effective Security Operations”, “Counterterrorism”, “Tourist Counterterrorism” and other customized in-house courses for companies.

He has developed and delivered the “Customized Security Operations Management Course” for ConocoPhillips in Jakarta, Indonesia and the “Vocational Security Training” to Brunei Methanol Company.

Shairi has conducted an “Investigation Course” for Accounting and Corporate Regulatory Authority (ACRA) and “Investigative Report Writing” for the National Council on Problem Gambling (NCPG). He has also conducted training on Penal Code, Criminal Procedure Code and Evidence Act for the Immigration Checkpoint Authority (ICA). He has also conducted the Customers Relationship Management (CRM) for the Ang Mo Kio Police Division HQ and the “Investigative Interview workshop” in Hong Kong and Macau.

He developed the “Security Operations and Customer Experience Management Course” for Frasers Hospitality. Having successfully conducted the pilot run in Singapore, he completed similar training in Shanghai, Brisbane, London and Jakarta.
